In response to a verbal request by your Mr. Guy Vissing, we are providing you with information concerning our recent inspectior of the ANO-1, #2 Low Pressure (LP) Turbine Rotor, manufactured vy Westinghouse.

AP&L was notified of a possible problem relating to keyway cracks on LP rotors in a presentation given by Westinghouse on October 30, 1979.

At this presentation, AP&L was informed that Westinghouse had placed our

  1. 2 LP rotor in the "AA" category. Westinghouse recommended that all rotors in this category be inspected as soon as possible.

Following tnis presentation, a decision was made by AP&L to inspect the

  1. 2 LP rotor during the scheduled January outage. Westingbouse advised AP&L that inspection of the #1 LP rotor was not required at this time due to its short service life. This information was discussed in a December 17, 1979 meeting between NRC, Westinghouse, and utility re-presentatives.

The inspection of the #2 LP rotor was completed during the scheduled January., 1980 outage. The inspection revealed no keyway cracks. Sur-face cracks which were found in two of the discs resulted in the removal of those discs. Attached for your information is a summary of the in-spection performed on the #2 LP rotor.

Reid January 31, 1980 Also attached for your information is a letter from Westinghouse stating that the AN0-1 Low ?ressure rotors can be returned to service, and that these rotors can remain in operation until April 1,1981. AP&L will operate AN0-1 in accordance with the Westinghouse operating recommenda-tions and plan to inspect both LP rotors no later than April 1,1981.

Dear Mr. Kilgore:

This letter is intended to respond to your questions relating to:

A - Can AP&L return to service with Low Pressure (LP) rotors installed in the unit?

B - When would Westinghouse recommend AF&L sonically inspect the discs of the currently installed LP rotors?

The following responses are predicated on AP&L operating Nuclear #1 in accordance with Westinghouse operating recommendations, specifically the Westinghouse steam chemistry recommendations.

Answer-A - Yes, you can return to service under the following conditions:

1) A baffle be installed in the #2 LP to replace the effect of removing the #1 disc (both ends).
2) The MSR's piped to the #2 LP be removed from service as long as (1) above is in effect.
3) The gross HW load output be limited to 782 MW.

Answer-B - In view of the most recent available information and past operating experience, it is recommended that both LP rotors be sonically inspected no later than April 1, 1981.

January 29, 1980 When the #2 LP rotor was uncovered for inspection of the rotor discs, it was discovered there were several cracked steeples in the No. I discs in ,

the 3rd or L-5 row.

On first inspection there were 3 visible cracks on the governor end and

. 15 visible cracks on the generator end. On further examination It was detemined that the #1 rotor discs, outlet face, both ends, had numerous cracks from the lifting ring out. Sketches of the cracked area are attached to this report. (Attachment #1).

Also on the inlet face of the #2 disc, governor end, there were visible indications. These indications were approximately 1" out from the rim and were from 1/4" to 1" In length covering an area about 11" around the face. A sketch of these indications is attached to this report.

The NDE inspection of the keyway areas and the disc bores was perfomed on discs #2 thru 4 inlet and outlet sides. The No. 1 discs could not be inspected due to the numerous cracks on the outlet face. On the No. 5 disc the inlet face only was inspected. The outlet face of the No. 5 disc has a shrunk-on balance ring which interferes with the inspection. The only reported findings by the NDE Inspection teams _ asj Q Ho. 2, generator

-i-i end, outlet side, an Indication was found by tangential beam at the balance hole #40, located in the bore approximately 4" from the keyway. This indication could not be confirmed through the use of the radial aim technique and therefore no crack depth could be estimated.

Af ter the HDE Inspection of disc area, the #2 LP rotor was removed from the bearings and was dust-blast cleaned and a complete Non-destructive Examination of the rotor was made. No other indications were reported.

The #1 discs both ends on the #2 LP rotor were removed by tlame cutting off-the outside part of the disc consisting of cutting around the circumference of the disc about 10" inside the blade root area. The remainder of the disc was removed by driliing into within approximately 1/2" from the rotor body across the face of the d!sc. This was done at 120 spaced between the keys.

The inlet face of both #2 discs were machined in the radius area, approxi-mately .090" deep on the governor end to clear indications, and approximately

.060u deep on the geenerator end to verify that no subsurface cracks existed.

Af ter this area was machined an NDE inspection was made of the machined area and the rotor body at the area where the #1 discs were removed. There were no indications reported.
