SUMMARY

OF NOVEMBER 13, 2019 CLOSED MEETING WITH DUKE ENERGY CAROLINAS, LLC AND DUKE ENERGY PROGRESS, LLC, TO DISCUSS SECURITY-RELATED INFORMATION FOR ITS LICENSED FACILITIES (EPID L-2019-LRM-0064)

On November 13, 2019, a Category 1 closed meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Carolinas, LLC, and Duke Energy Progress, LLC (the licensee) at NRC headquarters in Rockville, Maryland. The purpose of the meeting was to discuss the licensee planned changes to the current Physical Security Plans (PSP) for the Shearon Harris Nuclear Power Plant, Unit 1; McGuire Nuclear Station, Units 1 and 2; and H. B. Robinson Steam Electric Plant, Unit No. 2. The meeting notice and agenda, dated October 16, 2019, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML19289D236.

During the meeting, the licensee described its plans to change the PSPs for these plants based on security upgrades and reassessments of the physical protection systems and protective strategies. The licensee described physical security upgrades and plant reconfigurations that will be completed in 2019. The licensee plans to implement changes to its physical protection of the plants under the provision of Title 10 of the Code of Federal Regulations (10 CFR) 50.54(p)(2). The licensee determined there is no reduction in effectiveness which would require the approval of the NRC via a license amendment request. The licensee summarized information on its reviews, validations, and vulnerability assessments and related security technical bases for the planned changes at each plant. The NRC staff asked clarifying questions regarding the licensees physical security upgrades, its assessments and the technical bases for the planned changes.

At the conclusion of the meeting, the NRC staff indicated that the security licensing bases for changes should be clearly captured in the reports of changes submitted to the NRC. The licensee did not request any regulatory decisions or commitments. The staff did not make any regulatory decisions or commitments at the meeting.

The detailed information discussed during the meeting are safeguards and/or security-related information and they are protected in accordance with requirements of 10 CFR 73.21, 10 CFR 73.22 and 10 CFR 2.390, respectively, and are withheld from public release.
