Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 NRC Bulletin 88-08 Thermal Stresses in Piping Connected to Reactor Coolant S stems NRC Bulletin 88-08, "Thermal Stresses in Piping Connected to Reactor Coolant Systems", dated June 22, '1988, requested that licensees (1) review their reactor coolant systems (RCS) to identify any conhected, unisolable piping that could be subjected to temperature distributions which would result in unacceptable thermal stresses, and (2) take action, where such piping is identified, to ensure that the piping will not be subjected to unacceptable thermal stresses.

By letter L-88-436 dated October 14, 1988, Florida Power & Light Company (FPL) responded to action items 1 and 2 of the bulletin, providing the results of our review for Turkey Point Units 3 and 4, and a plan and schedule for completing the non-destructive examination (NDE) required by the bulletin.

The NDE of Turkey Point Unit 4 has been completed. No crack indications were observed. A report of the examination is included as Attachment 1. The Unit 3 NDE will be completed during the cycle 12 refueling outage, currently scheduled to begin November 1989.

U. S. Nuclear Regulatory Commission L-89-176 Page two Action item 3 of the bulletin required that licensees plan and implement a program to provide continuing assurance that the unisolable sections of all piping connected to the RCS will not be subjected to the conditions described in the bulletin. In letter L-88-558 dated December 30, 1988 FPL discussed plans to have flow tests performed to demonstrate that those conditions are unlikely at Turkey Point Units 3 and 4. The flow tests have been completed.

The results of the testing and the conclusions reached are included in Attachment 2. No further actions beyond those described in are required.
