Re: Turkey Point, Units 3 and 4 Docket Nos. 50-250 and 50-251 NRC Bulletin 88-08 Thermal Stresses in Piping Connected to Reactor Coolant Systems NRC Bulletin 88-08, "Thermal Stresses in Piping Connected to Reactor Coolant Systems", dated June 22, 1988, requested that licensees (1) review their reactor coolant systems (RCS) to identify any connected, unisolable piping that could be subjected to temperature .distributions which would result in unacceptable thermal stresses, and (2) take action, where such piping is identified, to ensure that the piping will not be subjected to unacceptable thermal stresses.

By letter L-88-436 dated October 14, 1988, Florida Power & Light Company (FPL) responded to action items 1 and 2 of the bulletin, providing the results of our review for Turkey Point Units 3 and 4, and a plan and schedule for completing the non-destructive examination (NDE) required by the bulletin.

By letter L-89-176 dated May 4, 1989, FPL provided the NDE results for Turkey Point Unit 4, and also, the results of a flow evaluation which concluded that the conditions described in NRC Bulletin 88-08 are not likely to occur at Turkey Point.

'he NDE of Turkey Point Unit 3 has been completed. No crack indications were observed. A report of the examination is attached.

This completes the actions required by the bulletin. As stated in our May 4, 1989 letter, FPL will again examine this piping during the next refueling outage for each unit.
