Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 Emergency Power System Enhancement Project NRC TAC Nos. 69023 and 69024 By letter L-88-269 dated June 23, 1988 Florida Power & Light Company (FPL) submitted the Emergency Power System (EPS)

Enhancement Report which provided preliminary information about the proposed scope of the Enhancement Project.

Supplement 1 to the EPS Enhancement Report, submitted on April 3, 1989 (FPL letter L-89-124), provided additional information regarding the testing to be performed on the various components and systems during turnover and startup, during preoperational testing, and prior to returning the emergency power system to service. A description of the qualification testing of the new emergency diesel generators was submitted on October 19, 1988 (FPL letter L-88-454).

By FPL letters L-89-54 and L-89-107, dated February 24, 1989 and March 20, 1989, respectively, FPL responded to a January 6, 1989 NRC request for additional information regarding the EPS Enhancement Project.

FPL has revised the EPS Enhancement Report, the Testing Report (Supplement 1 to the EPS Enhancement Report), and the responses to the January 6, 1989 NRC request for additional information to reflect the latest design information. The revised documents are attached.

This supplement provides FPL's interim safety analysis for the enhanced EPS configuration. Evaluations of the enhanced EPS to verify that the current design basis accident analyses as presented in the FSAR are not adversely impacted and remain valid under the enhanced EPS configuration are being finalized. These evaluations will be completed prior to submittal of our license amendment request.
