LER 80-002/03L-0 CAUSE DESCRIPTION AND CORRECTIVE ACTION Upon investigation it was determined that the level in the day tank had been depleted during a one hour run between 1540 and 1640 on 1-8-80.

At the time of the incident the fuel oil transfer pump was being operated in the manual = ode due to a defective level switch that controls the pump in." Auto".. The setpoints for the low level alarms (not Low-Level Auto Start) on the day tank are presently below the Tech. Spec. limits.

After the day tank lecel was discovered to be below Tech. Spec. limits, the tank was immediately filled to a level above Tech. Spec. limits.

IC Diesel Generator was returned to service at 0100 on 1-9-80.

The level switch was repaired, the auto-start feature verified, and the transfer pump returned to the " Auto" mode. In an effort to further reduce the probability :f a recurrence, a design change is being submitted

, , to change the level alarm setpoints to a point above the Tech. Spec. limit.

This occurrence will 're discussed in Operator Retraining.
