Gentlemen:

Per your request of December 12, 1979, enclosed is a check for S5,300 to support your continued review of our applicati:n for unlimitec use of the NAC-1 cask. As previously discussed, the staff has determined that this is a Class IV (complex) review and has applied the $4,C00 submitted August 17, 1978, toward the required fee. However, we still contend that this request involves only a single safety issue.

Your letter of March 5, 1979, stated your basis f:r tne Class IV rev.iew as follows:

"Since you have requested unlimited use of t e cask, the staff considers the likelihood of a cask 7 rc; to be sig-nificai 'ly increased if repeated operations.< ses are allowed. Because the consequences of a casL T c; greater than 9 inches such as you propose could resE : i- the cask breaking through the floor and disablir; ecaipment in its path of fall which, in turn, could af'ect the ability to safely shutdown the plant, the NF: re.iew will include assessment of the cask dropping thrc_gn the floor.

As such,'the r.eview will focus on all the ec;ipment and electrical circuitry beneath the areas of the cask travel path and the consequences of damage to such equipment.

This type of review will involve more than c e safety issue and is considered complex."

t Mr. William 0. Miller January 21, 1980 While our request for unlimited use of the cask may increase the likeli-hood of a cask drop, we propose the following in order to expedite yorr review:

"To preclude the possibility of cask drop height,s exceeding those assumed in our cask drop analyses, while the cask is being transported over the operating floor, we propose to disable the hoist raising and lowering circuits once the cask has been raised to the proper elevation."

As we have previously provided adequate assurance that the floor will withstand the postulated cask drop (per the Staff Safety Evaluation of Amendment No. 36 to the ANO-1 Tech Specs, dated October 5, 1978), we feel this measure will eliminate the necessity for your review to focus

on the equipment and circuitry beneath the areas of the cask travel path and/or the consequences of damage to such equipment. Therefore, we have not provided detailed information on this equipment as delineated in our March 22, 1979, letter.

In response to your request for our plans and schedules for future use of the NAC-1 cask, the following is provided.

We presently have twelve spaces in the ANO-1 spent fuel pool occupied by burnable poison rod assemblies (BPRA's) and sixty eight spent fuel assemblies with BPRA's in them. We also have fifty six more BPRA's in the reactor. We want to have the capability of shipping these EPRA's during 1980 or early 1981.

The ANO-1 spent fuel pool also has two spaces occupied by spent incore detectors. We want to ship these during the summer of this year (1980).

ANO-1 presently has a demonstration fuel assembly in the reactor, We -

want to ship this assembly to Babcock & Wilcox for their use in their high burnup program during the time frame of 1982-83. -

Finally, when we begin to ship spent iuel, v.e <iill have many spent control rods, orifice rods, and axial power shaping rods that will need to be shipped off site for permanent storage es e'arl; as 1985.
