Each of the three licensed personnel involved in this incident will be eersonally counseled by the Nuclear Plant Engineer - Operations regarding the importance of strict adherence to the Technical Specifi-cations. Additionally, a change has been made to the " Scram Recovery" procedure to provide an action statement checklist which must be resolved prior to entering Mode 1 operation.
