Gentlemen:

Your letter of January 16, 1977, requested we provide a detailed evaluation -

of the potential consequences associated with a fuel handling accident in the reactor building. As stated in our January 10, 1977, letter to you, we feel that the analysis presented in Section 14.2.2.3 of the FSAR encom-passes this accident in that the equipment and filtration units installed in the Fuel Handling Area Ventilation System are of the same manufacuture and rating as the equipment and filtration units installed in the Reactor Building Purge Filtration System. Therefore, in order to assure that the postulated consequences of a fuel handling accident in the reactor building -

are consistent with those postulated consequences of a fuel handling accident in the fuel handling area, we are submitting to you our proposed Technical Specifications concerning Limiting Conditions of Operation, Surveillance Requirements and associated Bases for the Reactor Building Purge Filtration System. These proposed Technical Specifications are consistent with the existing Technical Specifications for the Fuel Handling Area Ventilation System.
