Gentlemen:

The subject inspection report identified two violations of 10 CFR50, Appendix B. As applicable, our response includes (1) corrective steps ,

which have been taken and the results achieved; (2) corrective steps which will be taken to as-id further non-compliance; and (3) the date when full compliance will be achieved. The NRC position on the cited violation and the corresponding AP6L response are provided below:

1. NRC Position 10CFR50, Appendix B, Criterion V, req 2 ires in part that " Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings."

Bechtel procedure WFMC-1 " Welding Filler Material Control Procedure Specification", paragraph 6.5, requires that " Individual welders shall keep their work areas clear of unauthorized and discarded welding

Contrary to the above requirements, discarded weld filler materia was observed on the floor in the work area where work had been in progress on the installation of the Unit 2 regenerative waste system within the Unit I confines. This is an infractinn.

AP6L Response The discarded weld filler material which was observed on the floor in the work area where the installation of the Unit 2 regenerative waste system was in progress has been removed from the work area in accor-I dance with Bechtel procedure WFMC-1, " Welding Filler Material Control Procedure Specification".

The Bechtel Corporation (Russellville, Arkansas) has been made aware of the above infraction and has been directed to stress adherence to Bechtel procedure NFMC-1 among its personnel.

As control over contractor and constructor performing activities and services in ANO-Unit 1, the Quality Control group will provide surveillance to assure compliance to established procedures. In the case where the installation of a Unit 2 system is physically located within

the confines of Unit 1, the Quality Control Engineer or his representa-tive will coordinate with the APSL Quality Assurance group to provide surveillance, in order to assure compliance to established procedures.

Contrary to the above requirements, the procedure 1004.23 for the control

of drawings was not found to be appropriate to the circumstances and

did not provide instructions for the control of drawings during the design change and modification process. Drawings associated with DCN *

  1. 436 were found in the file room and the mechanical shop which did not reflect that modifications had been made to the Control Room Ventila-tion System, nor did they note or otherwise indicate that a design change had been approved and completed which modified the system. This is an infraction.

AP5L Response

.

Procedure 1004.23 (Drawing Control) is being revised to provide.instruc-tion for the control of drawings during the design change and modifica-tion process. Those drawings identified have been " flagged" and issued

to shops.

Drawing control for the issuance of shop drawings is being investigated :

to assure that correct drawings are located at appropriate work loca-I' tions. In addition, interim measures are being taken to identify l .) drawings which have changes pending, prior to receipt of "as-built" s_ / drawings from APSL Engineering.
