Dear Mr. Reid:

The attached letter is in response to your letter of April 17, 1980.

Unfortunately, we were not aware of paragraph 2.101 of 10 CFR Part 2, and had not previously notified the appropriate City Office. An inquiry to Mr. Roger Hcit Esq. (Office of City Attorney) yielded the information that Mr. Rex E. Layton, City Clerk would be the appropriate recipient of the license application. Mr. Layton stated that thc City Council is the governing body of Los Angeles, and that he is indeed the proper recipient.

We have therefore sent Mr. Layton a copy of our license application and a copy of the " Notice of Proposed Renewal of Facility '.icense."
