Dear Mr. Denton:
I want to inform you that the University has decided to withdraw its application for renewal of License No. R-71, for the UCLA Research Reactor, Docket No. 50-142. The attached letter from Chancellor Young to Commissioner Palladino details our reasons.
We vill begin immediately to formulate plans for: returning the fuel (both fresh and irradiated) to.the DOE; dismantling the reactor structure; decontamination and disposal operations; and the ultimate disposition of the facility (building, etc.).
We intend to seek your assistance in formulating these plans and as they are developed we vill submit a formal Application for termination of License No. R-71, as per 10 CFR 50.82.
In the meantime, we vill make no attempt to fix the existing control blade problem, and the reactor will not operate again.
I want to thank you and your staff for your assistance and cooperation during the last five years. Your approach to our relicensing problems has always been technically very competent and highly professional.
Very Truly Yours, Wh Y f.
