Young, Chancellor University of Califor;nia, Los Angeles 405 Hilgard Avenue Los Angeles, California 90024 Attention: John C. Barber Olympic Security coordinator

Dear Chancellor Young:

The recent decision to decommission the nuclear reactor does not obviate the need for U.C.L.A.

to take steps to reduce the potential danger to both Olympic athletes living near the reactor site and to the many citizens living in surround-ing neighborhoods.

You will recall that on February 7,19 84 Assemblyman Mike Roos and I asked that the reactor be shut down and that added security measures be implemented to quard against terrorist attacks during the games.

On March 8 you agreed to keep the reactor shut down during the games, to build concrete barriers, and to provide 24 hour2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
security.

I was most disappointed to learn that as of June 21 the barriers had not been constructed.

Given that on June 18 the Atomic Safety and Licensing Board issued an order stating that "all parties would use their best effort" to remove the nuclear fuel as soon as possible, I would ask that either the fuel be removed before the games or the safety barriers be constructed forthwith.

Prompt action on your part will insure that public safety will be maintained throughout the games.

I thank you for your past cooperation.

Dear Mr. Davis:

Pursuant te our phone conversation'last Friday and in reply to your letter to Chancellor Young, I write to assure you that we do indeed intend to take appropriate security measures in Boeiter Hall during the Olympic period.

For obvious reasons we do not want to publicize either the precise _ nature of our plans or their timing, but such plans have been made and will be fully implemented prior to the opening of the UCLA Olympic Village on July 14.

~

As regards the removal of nuclear fuel, as you undoubtedly know by now the Chairman of the Atomic Safety and Licensing Board vacated his order of June 18 and, on June 22, ordered instead that UCLA " ship the nuclear fuel presently onsite to a suitable recipient as soon as reasonably practicable consistent with applicable regulations and with its security, public health and safety obligations." As with our plans for securing Boelter Hall during the Olympic period, we feel it is not in the interest of security or safety to publicize plans for removal of the fuel, but I assure you that we will move as expeditiously as possibic in complying with the June 22 order of the Atomic Safety and Licensing Board.

Sincerely yours,

/s/

William D. Schaefer Executive Vice Chancellor
