Dear Mr. Denton:
In withdraving the UCM applicatica for reneval pf operating license R-71.
it vill be necessary for UCLA to continue under a " possession only" license.
With this in mind, UC' A has rendered the reactor inoperable by severing all control rod irive shafts e.t the surface of the biological shield, has initiated ac.icn to re: urn the fuel to the Department of Energy, and is engaged in formulating deco sissioning plans.
This is a request to amend the UCLA operating license to a possession only license with possession to initially include those items specified in the license as amended March 2, 1933. The Occ=ission vill be advised of depletions of these items as they are re=cved frca the site for disposal (fuel) or possibly transferred to other licenses (lesser items).
