CRYSTAL RIVER UNIT 3 NUCLEAR GENERATING PLANT - REQUEST FOR ADDITIONAL INFORMATION FOR CHANGES TO SECURITY PLAN (TAC NO. ME9874)

Dear Mr. Franke:

By letter to the U.S. Nuclear Regulatory Commission (NRC) dated August 2,2012 (Agencywide Documents Access and Management System Accession No. ML12216A319), Carolina Power and Light Company, submitted the fleet "Physical Security Plan, Security Training and Qualification Plan, Safeguards Contingency Plan, and Independent Spent Fuel Storage Installation Security Program, Revision 5" for the Crystal River Unit 3 Nuclear Generating Plant.

The enclosure to the letter contained Safeguards Information and has been withheld from public disclosure.

The NRC staff is reviewing the submittal and has determined that additional information is required to complete its evaluation. This request was discussed with Mr. Dan Westcott of your staff on October 25,2012; and it was agreed that a response to the enclosed request for additional information should be provided within 30 days from the date of this letter.

REQUEST FOR ADDITIONAL INFORMATION FOR CHANGES TO SECURITY PLAN CRYSTAL RIVER UNIT 3 NUCLEAR GENERATING PLANT DOCKET NO. 50-302 By letter to the U.S. Nuclear Regulatory Commission (NRC) dated August 2, 2012 (Agencywide Documents Access and Management System Accession No. ML12216A319), Carolina Power and Light Company submitted the fleet "Physical Security Plan (PSP), Security Training and Qualification Plan, Safeguards Contingency Plan, and Independent Spent Fuel Storage Installation Security Program, Revision 5>> for the Crystal River Unit 3 Nuclear Generating Plant.

The enclosure to the letter contained Safeguards Information and has been withheld from public disclosure. The NRC staff has determined that the additional information requested below is needed to complete its review and to ensure compliance with Title 10 of the Code of Federal Regulations, Section 50.54(p)(2).

1. Appendix E, Section 5.0 of the PSP describes the Owner Controlled Area (OCA) and the OCA Access Control Point (ACP) at the Crystal River site. This section describes the armed security officer (cover officer) stationed at the ACP to provide observation of the search process and initiate immediate response if necessary. The member of the security organization who is responsible for monitoring the OCA ACP via video surveillance equipment and this individual's location is not described within the security plans. Describe the member of the security organization responsible for monitoring the OCA ACP and the location from which this individual monitors the OCA and ACP. Describe the location of this video surveillance monitoring post in relation to the OCA and ACP.
