In accordance with 10 CFR 50. 5 4 (p)( 2 ), 10 CFR 72.44(e), and 10 CFR 72.186(b), this letter, from Carolina Power & Light Company (CP&L) and Florida Power Corporation (FPC) provides notification that the consolidated fleet CarolinaPower and Light Company and FloridaPower CorporationPhysical Security Plan,Security Trainingand QualificationPlan, Safeguards Contingency Plan, and Independent Spent Fuel Storage InstallationSecurity Program,has been revised. Revision 5 of the consolidated fleet CarolinaPower and Light Company and FloridaPower CorporationPhysical Security Plan, Security Trainingand QualificationPlan, Safeguards Contingency Plan,and Independent Spent Fuel Storage InstallationSecurity Program,was effective on August 2, 2012.

United States Nuclear Regulatory Commission RA-12-035 Page 2 The plan revision incorporates changes to conform to NEI 03-12, Security Plan Template, Revision 7. In addition to the changes to conform with NEI 03-12, Revision 7, this plan revision also includes changes that increase the number of Armed Responders or Armed Security Officers at the Brunswick Steam Electric Plant, Unit Nos. 1 and 2, and at the Crystal River Unit 3 Nuclear Generating Plant; aligns the format and content (licensee specific text) in the descriptions of the site protective strategies described in appendices D, E, F, and G; and corrects an administrative error that was discovered in Appendix F. Changes to conform to NEI 03-12, Revision 7, are specifically identified in the Summary Description of Changes in .
An evaluation of the plan revision in accordance with 10 CFR 50.54(p)(2), 10 CFR 72.44(e),
and 10 CFR 72.186(b) has determined that the changes incorporated do not reduce the effectiveness of the plan and that the consolidated fleet plan continues to meet the standards of 10 CFR 73.51 and 10 CFR 73.55, as applicable, for the facilities listed above.
This letter includes two enclosures which contain Safeguards Information as defined in 10 CFR 73.2. Enclosure 1 contains a Summary Description of Changes. Enclosure 2 contains a copy of the CarolinaPower andLight Company and FloridaPower CorporationPhysical Security Plan, Security Trainingand QualificationPlan, Safeguards ContingencyPlan, and Independent Spent Fuel Storage InstallationSecurity Program,Revision 5.
No new regulatory commitments have been made in this letter.
