ROBINSON STEAM ELECTRIC PLANT, UNIT NO.2, SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1, AND CRYSTAL RIVER UNIT 3 NUCLEAR GENERATING PLANT - REQUEST FOR ADDITIONAL INFORMATION REGARDING RECOMMENDATION 9.3 OF THE NEAR-TERM TASK FORCE RELATED TO THE FUKUSHIMA DAI-ICHI NUCLEAR POWER PLANT ACCIDENT (TAC NOS. ME9996, ME9997, MF0013, MF0027, AND MF0013)

Gentlemen:

By letter dated March 12,2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12053A340), the U.S. Nuclear Regulatory Commission (NRC) issued a Request for Information pursuant to Section 50.54, paragraph (f) of Title 10 of the Code of Federal Regulations (10 CFR), regarding Recommendations 2.1 (seismic and flooding evaluations), 2.3 (seismic and flooding walkdowns), and 9.3 (emergency preparedness communication and staffing) of the Near Term Task Force review of insights from the Fukushima Dai-ichi accident. With respect to Recommendation 9.3, Enclosure 5 to the NRC's letter requested licensees to assess their means to power communications equipment onsite and offsite during a prolonged station blackout event and to perform a staffing study to determine the staff required to fill all necessary positions in response to a multi-unit event.

The NRC staff is reviewing your communications assessment summary dated October 31, 2012 (ADAMS Accession No. ML12311A299), and has determined that additional information is required to complete the review. The specific information requested is addressed in the enclosure to this letter. During a discussion with your staff on December 13, 2012, it was communicated that a potential generic issue regarding the responses will be discussed on a meeting with the industry. The meeting will take place on January 3, 2013. Following the meeting, the NRC staff will communicate to your staff the response timeframe for the request for additional information in the enclosure.

Regarding Recommendations 2.1,2.3, and 9.3, of the Near-Term Task Force Review of Insights from the Fukushima Dai-ichi Accident." The Nuclear Energy Institute (NEI) 12-01 presents a methodology for licensees to analyze their ability to perform critical communications during and after a large-scale natural event. The U.S. Nuclear Regulatory Commission (NRC) staff has previously reviewed NEI 12-01 and determined that it was an acceptable method for licensees to use in responding to NRC's March 12, 2012, information request. To complete its review, the NRC staff requests the following additional information.

Brunswick Steam Electric Plant, Units 1 and 2:

1.

In your assessment summary dated October 31,2012, a communications assessment summary was provided that discusses communications from and among the site facilities and licensee staff (including the emergency operations facility and joint information center) to offsite response organizations, and NRC. Clarification is needed on how the power for the equipment analyzed is expected to be available and how planned enhancements are expected to be maintained.

A. Provide a detailed description of how power will be maintained for these planned or potential improvements to the communication links and existing equipment analyzed to be available.

a. If batteries are necessary to power these bullhorns, satellite phones and radios, please identify the expected duration of the batteries before charging is required, using vendor information.
b..If batteries are necessary to power these bullhorns, satellite phones and radios, identify whether replacement batteries are expected to be necessary for a 24-hour duration and if they are sufficient.

A. Clarify the use of the planned enhancement of the portable satellite phones.

a. Clarify whether each satellite phone identified is only to be used for maintaining the communication link identified, or if it is expected to be shared. If the resource is expected to be shared, provide an assessment of this shared use, with a justification of why this shared use is acceptable. Describe any impediments as a result of the shared usage.
b. Provide a general description of the satellite phones and how the equipment will be integrated for use.
c. Provide the title and general description of the procedure that will be developed and used by plant personnel to describe protocols for multi-usage.
3.

Clarification is needed on the protection of the new equipment purchased as a planned enhancement as well as the protection of existing communications equipment analyzed as being available.

A. Clarify how the existing equipment analyzed to be available and enhancements to these communication links as well as associated ancillary equipment will be stored in a manner that is protective from a large-scale natural event.

a. Provide the analysis that demonstrates the expected availability of the radios in Attachment 2, Tables 4.1.4, 4.1.6, and 4.2, and the bullhorns and sound powered phones in Attachment 2, Table 4.2.

Clarification is needed to describe programmatic controls for the use of the new equipment purchased as a planned enhancement.

A. Clarify the planned proceduralization and training for the use of the programmatic controls new equipment purchased as planned enhancements. If this has not yet been finalized, provide general information for the areas below for existing communications equipment, and state whether similar programmatic controls will be applied to this equipment. It is acceptable to provide the title and description of a new procedure for new communications equipment.

b. Describe any maintenance for this equipment, including operability testing.
