Dear Sir:

In accordance with 10 CFR 50.54(p), Duke Energy Florida, Inc. (DEF), formerly known as Florida Power Corporation (FPC), hereby submits the Crystal River Unit 3 (CR-3) Physical Security Plan, Security Training and Qualification Plan, and Safeguards Contingency Plan, Revision 0.

Earlier this year, DEF, a subsidiary of Duke Energy, announced the retirement of CR-3. In Reference 1, the NRC acknowledged CR-3's certification of permanent cessation of power operation and permanent removal of fuel from the reactor vessel. Accordingly, pursuant to 10 CFR 50.82(a)(2), the 10 CFR Part 50 license for CR-3 no longer authorizes operation of the reactor or emplacement or retention of fuel in the reactor vessel.

As a result of the decommissioning of CR-3, the CR-3 Security plans have been separated from the Duke Energy consolidated Security fleet plan and are being submitted as a stand alone submittal.

S, Nuclear Regulatory Commission Page 2 of 2 3F0613-04 SAFEGUARDS INFORMATION The enclosed CR-3 Physical Security Plan revision is being submitted to incorporate the regulatory commitment contained in Reference 2 which was provided to the NRC in response to a request for additional information (Reference 3). The enclosed plan also contains organizational and editorial changes.

An evaluation of the plan revision, in accordance with 10 CFR 50.54(p)(2), has determined that the incorporated changes do not reduce the effectiveness of the plan and that the plan continues to meet the standards of 10 CFR 73.55.

This letter includes two enclosures which cohtain Safeguards Information as defined in 10 CFR 73.2. Enclosure 1 contains a Summary Description of Changes. Enclosure 2 contains a copy of the DEF Physical Security Plan, Security Training and Qualification Plan, and Safeguards Contingency Plan, Revision 0.

No new regulatory commitments have been made in this letter.
