71-9393)

Dear Chris Backus:

By letter dated April 18, 2024 (Agencywide Documents Access and Management System Accession No. ML24109A299), Orano Federal Services LLC submitted a request for the extension of the previously approved time period for the shipment of the Crystal River 3 Middle Package (CR3MP).

The CR3MP package was authorized for transportation from the Crystal River nuclear power plant site to the Waste Control Specialist disposal site in Texas by letter dated August 4, 2023 (ML23208A147) with the corresponding Safety Evaluation Report (ML23208A145) under the provisions of Title 10 of the Code of Federal Regulations Part 71 with conditions applicable to the Special Package Authorization (SPA) under 71.41(d).

Condition No. 10 of the SPA dated August 4, 2023, stated: Transport duration is limited to 6 months after purging the CR3MP air gap (Step #6 in Section 7.1.2 of the application) has been completed. Condition No. 10 is now revised to read: Transport duration is limited to 9 months after purging the CR3MP air gap, which occurred on December 1, 2023, i.e., September 1, 2024.

All other conditions of the SPA shall remain the same.

The staff finds that this 3-month extension of the timeframe for the shipment does not include any change to the packaging, its contents, or any modification to the approved safety basis of the package. As such, extending the authorization by 3 months to allow the completion of the current shipment has no adverse impact on public health and safety.April 24, 2024 C.
