CRYSTAL RIVER UNIT 3- REQUEST FOR ADDITIONAL INFORMATION REGARDING THE 10 CFR 50.54(p) CHANGES TO THE SECURITY PLANS (TAC NO. MF5085)

Dear Mr. Hobbs:

By letter dated September 16, 2014 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14262A067), Duke Energy Florida, Inc. (DEF), submitted Revision 1 of its security plans (Physical Security Plan, Safeguards Contingency Plan, and Security Training and Qualification Plan), under the provisions of Title 10 of the Code of Federal Regulations (1 0 CFR) paragraph 50.54(p) for Crystal River Unit 3 Nuclear Generating Plant (CR-3).

The 10 CFR 50.54(p) revisions submitted by CR-3 were to document a sufficient level of detail of the physical protection program as implemented at the site to be consistent with Nuclear Energy Institute (NEI) 11-08, "Guidance on Submitting Security Plan Changes," Revision 0, issued June 2012 (ADAMS Accession No. ML12159A388)

On January 12-14, 2014, the U.S. Nuclear Regulatory Commission (NRC) performed a site visit at CR-3. During the site visit, the NRC staff assessed the implementation of the current security protective strategy as detailed in the 10 CFR 50.54(p) revisions. The NRC staff has determined that additional information referenced or presented during the CR-3 site visit is needed to complete the 10 CFR 50.54(p) review for safeguards effectiveness. In response to this request, and as clarified during the closed site visit meeting, CR-3 should provide detail consistent with that provided in the recent protective strategy briefings and walkdowns presented to the site team.

T. Hobbs The specific request for additional information (RAI) is designated as "Safeguards Information" and must be protected in accordance with the requirements of 10 CFR 73.21, "Protection of Safeguards Information: Performance Requirements," and withheld from public disclosure. The draft RAI was enclosed in a letter to DEF dated December 3, 2014 (Safeguards Information Local Area Network and Electronic Safe Accession No. NS112475), to ensure that the questions were understandable, the regulatory basis for the questions was clear, and to determine if the information was previously docketed prior to the CR-3 site visit. DEF did not request any modifications to the draft RAI as a result of the staff's site visit; therefore, the RAI is now considered final. A response to this RAI is requested to be provided by March 15, 2015.
