RE: J. M. Farley Nuclear Plant Changes to Operating License No NPF-2 Technical Specifications Alabama Power Company hereby requests prompt review of and change to the J. M. Farley Nuclear Plant Unit-1 Technical Specification.

During the developaent of Unit-1 Standard Technical Specifications, the motor driven auxiliary feedwater pumps auto start on loss of main feedwater pumps was inadvertently included in the surveillance requirements of Technical Specification Section 4.7.1.2.2. This automatic start signal is not required in any accident analysis. The start signal will not be deleted from the plant but should be deleted from section 4.7.1.2.2 of the Technical Specification.

An undesirable operational condition exists if the subject auto start signal is necessary to consider the motor driven auxiliary feedwater pumps operable in codes 1, 2, and 3 per Technical Specification 3.7.1.2. During the process of shutting the plant down or starting up, conditions exist in modes 1, 2, and 3 where the main feedwater pumps would overfeed the steam generators due to their large capacity, so they must k 3 shut off and one or

=cre auxiliary feedwater pumps used intermittently. The auto etert signal, under these conditionc, must be made inoperable or both motor driven pumps would auto start and run continuously. The only alternative would be to run the pumps in a recirculation mode during each startup and shut down, which is not recommended by the manufacturer.

Since the automatic start of the auxiliary feedwater pumps is provided by three safety related signals and the auto start of the motor driven auxiliary feedwate pumps on loss of both main feedwater pumps is not re-quired and the technical specification requires undesirabic operation of those pumps under conditions described above, the subject signal should be deleted from the Technical Specifications.

Director Page 2 February 28, 1980 Office of Nuclear Reactor Regulations The Plant Operations Review Committee and the Nuclear Operations Review Board have reviewed the above proposed change and have determined that the changes do not involve an unreviewed safety question as shown in the attached safety evaluation.

This change is deemed not to involve a significant hazard considera-tion which is considered as a Class III change according to 10 CFR Part 170. A check for the fee of $4,000 is enclosed.

In accordance with 10CFR50.30(c)(1)(1), three (3) signed originals

. and thirty-seven (37) additional copies of this proposed amendment are enclosed.
