Dear Mr. Sunseri:

By letter dated October 18, 2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12299A312), Wolf Creek Nuclear Operating Corporation (the licensee) requested a license amendment to revise Paragraph 2.C(5)(a} of the renewed facility operating license and the fire protection program as described in the Updated Safety Analysis Report (USAR) to allow a deviation from the separation requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part 50, Appendix R,Section III.G.2, as documented in Appendix 9.5E of the Wolf Creek Generating Station USAR, for the volume control tank outlet valves.

The U.S. Nuclear Regulatory Commission (NRC) staff is currently reviewing the submittal and has determined that the information identified in the enclosed request for additional information (RAI) is needed in order for the NRC staff to complete its review. Please provide a response to the RAI within 30 days from the date of this letter.

REQUEST FOR ADDITIONAL INFORMATION LICENSE AMENDMENT REQUEST FOR FIRE PROTECTION PROGRAM DEVIATION WOLF CREEK NUCLEAR OPERATING CORPORATION WOLF CREEK GENERATING STATION DOCKET NO. 50-482 By letter dated October 18, 2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12299A312), Wolf Creek Nuclear Operating Corporation, the licensee for the Wolf Creek Generating Station (WCGS), submitted a license amendment request (LAR). The licensee requested a license amendment to allow a deviation from the Fire Protection Program (FPP) requirements for the volume control tank outlet valves, in lieu of meeting the separation requirements of Title 10 of the Code of Federal Regulations (10 CFR)

Part 50, Appendix R,Section III.G.2.b.

The U.S. Nuclear Regulatory Commission (NRC) staff is currently reviewing the submittal and has determined that the information identified in the following request for additional information (RAI) is needed in order for the NRC staff to complete its review:

WCGS Fire Protection RAI 1 The LAR does not provide a description of the impact on the plant for a fire in room 1318.

a. Please describe the impact on the plant and postulated scenario that requires an LAR for a fire in room 1318.
b. Please describe whether a loss of offsite power is credible for a "fire in room 1318 and, if credible, summarize the impact on the plant.
c. In the event a fire affects both volume control tank (VCT) outlet valves (by preventing both valves from closing), please describe the operating procedures available to the control room operators to close the VCT outlet valves.
d. Please describe if there is a manual action to close the VCT outlet valves in the event of a fire and, if so, provide a summary of the feasibility and reliability of the manual action.

a. Please identify all other deviations granted for area A-8.
b. Please provide a technical justification that demonstrates that the current application will not affect the conclusion of any prior deviation for area A-8.
