Overview of Proposed Change Extend allowed outage time for one or two inoperable containment fan coil units (CFCUs) to 14 days No change to design basis containment response No change to dose analyses

Background===

System design Post-accident containment heat removal capability provided by two separate systems

  • Containment fan cooling system Five CFCUs installed
  • Minimum 1,300 gpm service water to each CFCU Three CFCUs in operation with single containment spray train capable of maintaining post-accident containment temperature and pressure below design basis values Available design margin in CFCU heat removal capability
  • Total CFCU heat removal in containment analysis of record based on heat removal capability of two CFCUs 4

Current Technical Specification requirements Five containment cooling fans shall be OPERABLE With one or two containment cooling fans inoperable

  • Restore at least three cooling fans to OPERABLE status within 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> 5

Reason for Proposed Change Extend allowed outage time for one or two inoperable CFCUs to 14 days Reduce risk associated with shutting down to respond to emergent issues without significant change in at-power risk Reduce unnecessary burden

  • Operational flexibility to allocate resources to more safety-significant aspects 6

Engineering Evaluation and Monitoring Program Traditional Engineering Assessment Adequate defense-in-depth maintained

  • At least three CFCUs verified operational
  • 10 CFR 50.65 (a)(4) used to plan maintenance Safety margins not affected Continued monitoring under the M-rule program and PSEG performance and predictive monitoring programs 7

  • RG 1.177, Rev. 1 Quantitative analyses for internal events and flood
