Purpose of Todays Meeting This is an NRC-requested management meeting with PSEG, open to public observation, to discuss the following items:
- The results of the NRC SCWE inspection
- PSEGs progress on improvements in:
PI&R The work environment at the stations 4
Background
The NRC has established heightened oversight of Salem and Hope Creek based on substantive cross-cutting issues in SCWE and PI&R.
The heightened oversight includes periodic meetings with PSEG and additional inspections.
The SCWE Inspection was conducted as part of the heightened oversight.

Salem and Hope Creek Plant Status 2005 Mid-Cycle Assessment
- Overall, plants operated in a manner that preserved public health and safety
- Salem plants in Licensee Response Column
- Hope Creek in Regulatory Response Column
- PI&R and SCWE cross-cutting issues Since 2005 Mid-Cycle Assessment
- Resident Inspections; No other team inspections
- PI&R team inspection in November/December 2005 6
SCWE Inspection On September 30, 2005 the NRC completed a Special Inspection of the SCWE at the Salem and Hope Creek Nuclear Generating Stations The NRC evaluated the following aspects:
- Progress and plans for improving the work environment;
- Effectiveness of the corrective actions and self assessment; and
- Metrics and means to monitor the effectiveness of the work environment improvements.

SCWE Inspection The inspection team concluded the following:
No findings of safety significance were identified.
PSEG has made progress in addressing work environment problems.
Consistent with PSEGs recently completed self assessment, we also noted issues that require additional action and focused attention.
There remains a wide range of worker perceptions.
PSEG has not fully evaluated and addressed the negative perceptions in certain work groups.

SCWE Inspection The team observed the following:
The security work group, which was not evaluated in the PSEG self assessment, revealed some negative perceptions of the work environment.
Due to the importance of the role of the Salem and Hope Creek operations groups, the team challenged the priority of PSEG actions to address the existing negative perceptions within these groups.

NRC Next Steps Continue to monitor work environment improvement efforts.
Conduct PI&R inspection at Hope Creek and review site-wide PI&R issues.
Review SCWE and PI&R substantive cross-cutting issues during the End-of-Cycle Assessment Meeting.
Conduct a NRC review of the work environment after PSEG determines that substantial, sustainable progress has been made.
Evaluate the level of NRC inspection and oversight in accordance with the Reactor Oversight Program and the criteria described in the Deviation Memorandum Closing Remarks 11
