NRC Pre-Submittal Meeting Salem - Hope Creek EAB Modification May 25, 2023

2 Agenda Overview of NJ Wind Port Purpose for Reducing EAB Current EAB Purpose of LAR Supporting Technical Analyses Adjustment to Salem SGTR Methodology Modified Exclusion Area Boundary Programmatic Evaluations LAR Overview Proposed Schedule Implementation Questions & Closing Remarks Salem - Hope Creek EAB Modification

3 Overview of NJ Wind Port Background Info on New Jersey Wind Port PSEG Nuclear entered into a land lease with the New Jersey Economic Development Authority (NJEDA) to develop the New Jersey Wind Port (NJWP)

Provides access for Mid-Atlantic offshore wind farms Port used to stage components Ocean going vessels deliver components Installation vessels load the components for final assembly offshore Available land for future development to support offshore wind industry Engineering change packages/50.59s for multiple phases of NJWP development and operation to address hazards to plant operations Port scheduled to be operational Spring 2024 Salem - Hope Creek EAB Modification

4 International Wind Port Examples Salem - Hope Creek EAB Modification

5 NJWP Development Salem - Hope Creek EAB Modification

6 Overview of NJ Wind Port NRC letter dated April 12, 2023 issued a threshold determination for proposed land transfer Transfer of wind port parcels from PSEG Nuclear (Licensee) to NDEV (subsidiary) not a license transfer PSEG Nuclear maintains full right of access and control of activities in NJWP parcels Ensures compliance with Hazards Evaluations Currently enforced via Lease restrictions Enforcement will be maintained via deed restrictions following land transfer to NDEV Salem - Hope Creek EAB Modification

7 Purpose for Reducing EAB Port Area Lies Within Current OCA resulting in:

Requirement for PSEG to evacuate port workers (members of the public) upon an Alert Requirement for PSEG to provide EP/Basic Rad training to port workers Desire to Reduce OCA to Exclude NJWP Parcels NJWP activities are unrelated to reactor operations Enhances focus on safe operation of Salem and Hope Creek Reduces regulatory burden Reduction in OCA Contingent on EAB Reduction Salem - Hope Creek EAB Modification

8 Current EAB Salem - Hope Creek EAB Modification E

9 Purpose of LAR

  • Accident Dose Analyses Revised to Justify EAB Reduction Evaluated Salem and Hope Creek Chapter-15 Dose Consequence Analyses Greater than 10% reduction in dose margin at new EAB for certain limiting events Adjustment to calculation methodology for SGTR relative to Reg Guide 1.183 Requires prior NRC approval per 50.59 Salem - Hope Creek EAB Modification

10 Supporting Technical Analyses Updated Wind Stability JFDs Salem EAB /Qs (Updated with recent Met data)

Loss of Coolant Accident*

Fuel Handling Accident Rod Ejection Accident Steam Generator Tube Rupture Main Steam Line Break Rx Coolant Pump Locked Rotor Accident Hope Creek (updates in progress)

EAB /Qs (Updated with recent met data)

Loss of Coolant Accident*

Main Steam Line Break Feedwater Line Break Instrument Line Pipe Break Control Rod Drop Accident Fuel Handling Accident

  • Greater than 10% Margin Reduction Based on Analyses Performed to Date Salem - Hope Creek EAB Modification

11 Adjustment to Salem SGTR Methodology Steam Generator Tube Rupture (Concurrent Iodine Spike Case) is limiting event relative to establishing new EAB for Salem Reduced conservatisms for Iodine Partition Factors Match values used in Reg. Guide 1.183 Iodine partition coefficient increased to 100 for modeling of radioactivity in bulk water Accident dose analysis updated to better model flashing of reactor coolant (i.e. rupture flow from tube break) in accordance with RG 1.183 Adjustment to established Salem SGTR methodology being evaluated under 50.59 Salem - Hope Creek EAB Modification

12 Modified EAB Hope Creek minimum distance to new EAB calculated from circular accident release boundary Encompasses all accident release points Salem-1 SGTR minimum distance calculated from main steam safety valves All other Salem events calculated from circular accident release boundary All post-accident doses at new EAB continue to meet 10 CFR 50.67 / Reg. Guide 1.183 limits Salem - Hope Creek EAB Modification

14 Programmatic Evaluations Site Boundary unaffected Partial Site Release not being pursued at this time Port workers subject to 10 CFR 20 dose limits Assessment shows port worker doses are within 40 CFR 190 dose limits Sufficient operational dose margin for members of the public at new OCA boundary 50.54(q) and 50.54(p) evaluations of reduced OCA completed prior to LAR Submittal Preliminary assessment indicates no reduction in effectiveness for either Emergency Plan or Security Plan Discussions ongoing with state of NJ relative to evacuation responsibilities for NJWP ISFSI Controlled Area calculations to be updated 72.48 Review Salem - Hope Creek EAB Modification

15 LAR Overview LAR Technical Evaluation Summary description of all updated AST analyses Detailed description of all updated analyses resulting in >10% reduction in margin Analysis assumptions and key parameter values Computer codes Discussion of SGTR methodology Changes from Current Licensing Basis Results and Acceptance Limits Met data input and output files PAVAN input and output files No changes to either plant TS Salem - Hope Creek EAB Modification

16 Proposed Schedule

  • LAR submittal targeted for July 2023
  • NJWP operations - Spring 2024 Maintain training and evacuation responsibilities until receipt of SER
  • Project schedule reflects a 12-month NRC review following acceptance Salem - Hope Creek EAB Modification

17 Implementation Draft revisions to site programs and procedures in parallel with LAR review E-Plan and associated procedures Security Plan and procedures UFSAR Updates Maintain current level of regulatory oversight of NJWP when it becomes operational Implement updates and procedures following receipt of SER.
