Gentlemen:

Joseph M. Farley Nuclear Plant - Units 1 and 2 Safety Parameter Display System Operability The following information is provided in response to Mr. E. A. Reeves' letter dated March 11, 1987. The Safety Parameter Display System (SPDS) for Joseph M. Farley Nuclear Plant - Units 1 and 2 were declared operational on June 3, 1987. The commitments of SPDS operability by the Unit i eighth refueling outage (tentatively scheduled to commence March 1988) and the Unit 2 fif th refueling outage (which commenced October 3,1987) have therefore been met.

During the final months of the SPDS project effort, Alabama Power Company took deliberate action to ensure that the major deficiencies identified in I.E. Information Notice No. 86-10, dated February 13, 1986 were not resident ,

in the SPDS at the time the system was declared operational. Alabama Power Company had identified to the NRC Staf f a goal of SPDS operability by October 1986. October 1986 was presented only as a goal for operability in order to provide contingency for the high probability of significant I technical issues related to a first time computer system development negatively impacting the implementation schedule. Due to technical problems I affecting SPDS reliability, the October 1986 goal could not be achieved without subjecting Operations personnel to some of the major SPDS reliability deficiencies identified in I.E. Information Notice No. 86-10.

Declaration of SPDS operability was therefore deferred until these problems were adequately resolved.

Alabama Power Company believes that the declaration of SPDS operability  !

prior to the committed dates demonstrates our good-faith ef forts to safely implement the provisions of NUREG-0737, Supplement 1 in a timely manner.  ;
