SUBJECT: JOSEPH M. FARLEY NUCLEAR PLANT - NRC SPECIAL SECURITY INSPECTION REPORT 05000348/2011408 AND 05000364/2011408

Dear Mr.Lynch:

The enclosed inspection report documents the results of a Special Inspection Team (SIT) that was conducted by the NRC to review the circumstances surrounding the issues affecting the Plant Security Computer System (PSCS) that occurred at your Joseph M. Farley Nuclear Plant, Units 1 and 2 on November 15, 2011. The inspections results were discussed preliminarily on November 18, 2001 and finally on December 21, 2011, via telephone, with Mr. T. Lynch and other members of the Farley Nuclear Plant staff. The SIT was warranted based on the risk and the deterministic criteria specified in Management Directive 8.3, "NRC Incident Investigation Program." The determination to conduct the SIT was made by the NRC on November 15, 2011, and the inspection started on November 16, 2011. The onsite portion of the SIT was completed on November 18, 2011, followed by the in-office reviews that were completed on December 21, 2011. The inspection was performed in accordance with Inspection Procedure 93812, "Special Inspection," and focused on the areas discussed in the inspection charter that is described in the report. The inspection examined activities conducted under your license as they relate to safety and compliance with the Commission's rules and regulations, and with the conditions of your license. The team reviewed selected procedures and records, conducted field walk downs, observed licensee activities, and interviewed personnel.

Based on the results of this inspection, no findings of significance were identified. In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system, ADAMS. ADAMS is SNC 2 accessible from the NRC Website at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room). However, because of the security-related concerns contained in the enclosure, and in accordance with 10 CFR 2.390, a copy of this letter
