ANNUAL ASSESSMENT LETTER FOR JOSEPH M. FARLEY NUCLEAR PLANT, UNITS 1 AND 2 - REPORT 05000348/2023006 AND 05000364/2023006

Dear Jamie Coleman:

The NRC has completed its end-of-cycle performance assessment of Joseph M. Farley Nuclear Plant, Units 1 and 2, reviewing performance indicators (PIs), inspection results, and enforcement actions from January 1, 2023, through December 31, 2023. This letter informs you of the NRCs assessment of your facility during this period and its plans for future inspections at your facility. The NRC concluded that overall performance at your facility preserved public health and safety. The baseline inspection program was completed at your facility as defined in Inspection Manual Chapter 2515, Light-Water Reactor Inspection Program - Operations Phase.

The NRC determined the performance at Joseph M. Farley Nuclear Plant, Unit 1, during the most recent quarter was within the Regulatory Response Column (Column 2), the second highest performance column of the NRCs Reactor Oversight Process (ROP) Action Matrix. This conclusion was based on (1) one inspection finding having low to moderate safety significance (White) in the Mitigating Systems cornerstone originating at the end of the second quarter of 2023. A 95001 Supplemental Inspection was completed on December 14, 2023, and the report issued on January 24, 2024 (ADAMS Accession number ML24022A059). Based on the results of this inspection and our Action Matrix assessment, the NRC has determined that Joseph M.

Farley Nuclear Plant, Unit 1, would be transitioned to the Licensee Response Column (Column 1) of the Action Matrix as of December 14, 2023. All PIs were Green during the assessment period.

The NRC determined the performance at Joseph M. Farley Nuclear Plant, Unit 2, during the most recent quarter was within the Licensee Response Column (Column 1), the highest performance category of the NRCs ROP Action Matrix, because all inspection findings had very low safety significance (i.e., Green), and all PIs were within the expected range (i.e., Green).

Joseph M. Farley Nuclear Plant, Units 1 and 2, were in the Degraded Performance Column (Column 3), the middle of five performance categories of the NRCs ROP Action Matrix, during the first three quarters of Calendar Year (CY) 2023. This conclusion was based on one or more greater-than-Green inspection findings (or PIs) in the Security cornerstone that originated during the fourth quarter of 2022. The 95002 Supplemental Inspection was completed on September 1, 2023, and the report issued on October 12, 2023 (ML23285A206). Based on the results of this inspection and our Action Matrix assessment, the NRC determined that Joseph M.

Farley Nuclear Plant, Units 1 and 2, would be transitioned to the Licensee Response Column (Column 1) of the Action Matrix as of September 1, 2023. However, as communicated in NRC Inspection Report and Assessment Followup Letter 05000348/2023091, dated October 19, 2023 (ML23263B166), the NRC determined that Joseph M. Farley Nuclear Plant, Unit 1, would be transitioned to the Regulatory Response Column (Column 2) due to a White inspection finding in the Mitigating Systems cornerstone, as noted in the second paragraph of this letter.

Since the NRC determined the performance of Joseph M. Farley Nuclear Plant, Units 1 and 2, at the end of the assessment period was within the Licensee Response Column (Column 1), the NRC plans to conduct ROP baseline inspections at your facility. The enclosed inspection plan lists the inspections scheduled through December 31, 2025. The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues.

Routine inspections performed by resident inspectors are not included in the inspection plan.

The inspections listed during the last twelve months of the inspection plan are tentative and may be revised. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
