SUMMARY
OF NOVEMBER 14, 2023, PUBLIC PRE-APPLICATION MEETING WITH CONSTELLATION ENERGY GENERATION, LLC ON ADOPTION OF TSTF-591 (EPID L-2023-LRM-0098)
On November 14, 2023, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Constellation Energy Generation, LLC (CEG, the licensee) via teleconference. The purpose of this meeting was to discuss CEGs plans to submit license amendment requests (LARs) to adopt Technical Specifications Task Force (TSTF)
Traveler TSTF-591, Revision 0, Revise Risk-Informed Completion Time (RICT) Program for Braidwood Station, Units 1 and 2; Byron Station, Unit Nos. 1 and 2; Calvert Cliffs Nuclear Power Plant, Units 1 and 2; Clinton Power Station, Unit No. 1; Dresden Nuclear Power Station, Units 2 and 3; James A. FitzPatrick Nuclear Power Plant; LaSalle County Station, Units 1 and 2; Limerick Generating Station, Units 1 and 2; Nine Mile Point Nuclear Station, Units 1 and 2; Peach Bottom Atomic Power Station, Units 2 and 3; Quad Cities Nuclear Power Station, Units 1 and 2; and R. E. Ginna Nuclear Power Plant (collectively, the CEG facilities). The meeting notice and agenda dated November 1, 2023, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML23306A104, and CEGs meeting handout is available at ML23317A071. A list of attendees is enclosed.
The licensee presented information regarding the schedule and contents of the upcoming LARs to adopt TSTF-591 for the CEG facilities. The licensee indicated that it seeks to:
- 1. Align to Regulatory Guide 1.200, Acceptability of Probabilistic Risk Assessment Results for Risk-Informed Activities, Revision 3, dated December 2020 (ML20238B871), within the technical specifications (TS) section 5.5, Programs and Manual, specific to the RICT Program for the CEG facilities;
- 2. Establish at each facilities a RICT Upgrade Reporting Program; and
- 3. Align those facilities with current reference to RG 1.200, Revision 2 (ML090410014), in the respective operating license condition related to the adoption of Title 10 of the Code of Federal Regulations (10 CFR), section 50.69., Risk-informed categorization and treatment of structures, systems and components for nuclear power reactors, with the changes related to adoption of TSTF-591.
CEG indicated that it plans to submit the LARs requests no later than January 2024. The NRC staff recommended that the application address the following regarding Probabilistic Risk Assessment (PRA) models and history the CEG facilities:
- 1. PRA modeled hazards remain the same for those approved for adoption of 10 CFR 50.69 and TSTF-505, Provide Risk-Informed Extended Completion Times -
RITSTF [Risk-Informed TSTF] Initiative 4b, (ML18183A493) (i.e., no interjection of new PRA models to be review for PRA acceptability for use in the risk-informed programs).
- 2. Any changes to the PRA models that incorporate a Newly Developed Method that has not been approved for use by the NRC or upgrade that has not been peer reviewed.
The NRC staff appreciated that the licensee held the meeting early in the development process so that any staff comments could be considered in the application.
