SUMMARY

OF DECEMBER 11, 2023, PRESUBMITTAL MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND CONSTELLATION ENERGY GENERATION, LLC, REGARD ING DELETION OF TECHNICAL SPECIFICATION 5.6.5.b.5 (EPID L-2023-LRM-0099)

On December 11, 2023, an observation public meeting was held between the staff of the U.S.

Nuclear Regulatory Commission (NRC) and representatives of Constellation Energy Generation, LLC (Constellation), via webinar. The purpose for this meeting was for Constellation to brief the NRC staff on a future request to delete technical specification (TS) 5.6.5.b.5.

Summary

Constellation stated that TS 5.6.5.b.5 is one of many analytical methods and limitations on the parameter Moderator Temperature Coefficient (MTC ), TS 3.1.3. Constellation also stated that after deletion of TS 5.6.5.b.5, the moderator temperature coefficient will continue to be limited by TS Figure 3.1.3-1, Moderator Temperature Coefficient vs. Power Level, and will be confirmed to be acceptable with all other Core Operating Limits Report references listed in TS 5.6.5.b. In addition, after deletion of TS 5.6.5.b.5, Byron, Unit Nos. 1 and 2, and Braidwood, Units 1 and 2, will continue to meet Title 10 of the Code of Federal Regulations, Section 50.62, Requirements for reduction of risk from antic ipated transients without scram (ATWS) events for light-water-cooled nuclear power plants, and continue to meet all other licensing basis commitments related to ATWS including those from NRC Generic Letter 83-28, Required Actions Based on Generic Implication of Salem ATWS Events.

The NRC staff asked clarifying questions regar ding the proposed application and Constellation provided clarifications.

There were no final determinations or regulatory decisions made by the NRC staff during the meeting.
