SUMMARY

OF AUGUST 30, 2023, PRESUBMITTAL MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND CONSTELLATION ENERGY GENERATION, LLC, REGARDING RELAXATION OF INSPECTION REQUIREMENTS FOR THE HEAD PENETRATION P-75 FLAW (EPID L-2023-LRM-0054)

On August 30, 2023, an observation public meeting was held between the staff of the U.S.

Nuclear Regulatory Commission (NRC) and representatives of Constellation Energy Generation, LLC (Constellation), via webinar. The purpose for this meeting was for Constellation to brief the NRC staff on a future request to relax inspection requirements for the head penetration P-75 flaw.

Summary Constellation stated that on April 23, 2022, during the Byron Station, Unit No. 2, spring 2022 (B2R23) refueling outage, postpeening N+4 follow-up volumetric examinations of the reactor vessel head penetrations identified a recordable indication that did not meet the applicable acceptance on core exit thermocouple (CETC) Penetration No. 75 (P-75). This indication was found within the required examination area in accordance with the American Society of Mechanical Engineers (ASME) Code Case N-729-6. No indications were identified on the rest of the penetrations, and the extent of condition was limited to P-75.

Constellation performed a fatigue and primary water stress corrosion cracking (PWSCC) flaw growth evaluation that showed an acceptable period of operation of 15.3 effective full power years (EFPY), This result provides technical justification to revert the reexamination requirement of P-75 from every other refueling outage back to the reexamination requirements of once every inspection interval (about every 10 years or about 10 EFPY) like the rest of the penetrations. As such, Constellation will be requesting relief to perform the postpeening volumetric examinations of P-75 like the rest of the penetrations.

The NRC staff asked clarifying questions regarding the proposed application and Constellation provided clarifications.

There were no final determinations or regulatory decisions made by the NRC staff during the meeting.
