SUMMARY

OF OCTOBER 4, 2023, PRESUBMITTAL MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND CONSTELLATION ENERGY GENERATION, LLC, REGARDING REVISING TECHNICAL SPECIFICATION 3.7.9, ULTIMATE HEAT SINK (UHS) (EPID L-2023-LRM-0067)

On October 4, 2023, an observation public meeting was held between the staff of the U.S.

Nuclear Regulatory Commission (NRC) and representatives of Constellation Energy Generation, LLC (Constellation), via webinar. The purpose for this meeting was for Constellation to brief the NRC staff on a future request to revise Technical Specification 3.7.9, Ultimate Heat Sink (UHS), to use a diurnal curve methodology.

The meeting notice and agenda were published on the NRCs public webpage on August 29, 2023 (Agencywide Documents Access Management System (ADAMS) Accession No. ML23275A044). The licensee-furnished presentation materials are located at ADAMS Accession No. ML23272A062.

Summary Constellation stated that actions are necessary to increase the UHS temperature margin because over the last several years environmental conditions have resulted in the UHS temperature approaching the current 102°F (degree Fahrenheit) limit. Constellations proposed solution is to use a maximum diurnal temperature that changes based on the time of day. The maximum diurnal temperature will be justified by engineering calculations.

The NRC staff asked clarifying questions regarding the proposed application and Constellation provided clarifications.

There were no final determinations or regulatory decisions made by the NRC staff during the meeting.

Public Participation No members of the public responded to the NRC staffs request for comments or questions and no meeting feedback forms were received.
