SUMMARY

OF SEPTEMBER 6, 2024, PARTIALLY CLOSED OBSERVATION MEETING WITH CONSTELLATION ENERGY GENERATION, LLC, RELATED TO THE LICENSE AMENDMENT REQUEST TO SUPPORT REPLACEMENT OF EXISTING SAFETY-RELATED ANALOG CONTROL SYSTEMS WITH A SINGLE DIGITAL PLANT PROTECTION SYSTEM (EPID L-2022-LLA-0140)

On September 6, 2024, a partially closed observation meeting was held between the U.S.

Nuclear Regulatory Commission (NRC), and representatives of Constellation Energy Generation, LLC (Constellation). The purpose of the meeting was for the NRC staff to discuss with Constellation a license amendment request for Limerick Generating Station, Units 1 and 2 (Limerick) dated September 26, 2022 (Non-Publicly Available); as supplemented by letters dated August 12, 2022 (Agencywide Documents Access and Management System (ADAMS)

The proposed amendments would change both the design and technical specifications to permit the use of a new single digital instrumentation and controls system to replace analog instrumentation of the reactor protection system, analog nuclear steam supply shutoff system, emergency core cooling system, reactor core isolation cooling system, and end-of-cycle recirculation pump trip at Limerick. In addition, the proposed amendments would change the classification of the redundant reactivity control system from safety-related to non-safety-related, eliminate the automatic redundant reactivity control system feedwater runback function, eliminate the automatic isolation function for the turbine enclosure main steam line tunnel temperature high indication, eliminate several surveillance requirements, and allow the use of automated operator aids (or automated controls) from the main control room. The meeting notice dated August 27, 2024, is available in ADAMS at Accession No. ML24250A009. A list of attendees is provided in the enclosure.

During the open portion of the meeting the NRC staff presented the status of review for equipment qualification (EQ), system development process, and the component interface module (CIM) (ML24249A309). The NRC staff noted that in the response to a request for additional information provided May 3, 2024, Constellation noted that additional EQ work was needed. The staff queried Constellation on when the additional work would be completed.

Constellation replied that the additional work was estimated to be complete in September 2025.

Constellation also proposed conditioning the Limerick license in lieu of waiting for completion of the work to complete the amendment review. Constellation proposed an additional meeting to discuss the content of a license condition that would appropriately condition the license for the outstanding EQ work.

The NRC staff noted that a recently completed audit related to system development activities and vendor oversight resulted in no open items.

During the closed portion of the meeting the NRC staff discussed CIM design information that has been submitted in the amendment request, as supplemented.

Members of the public were in attendance at the open portion of the meeting. No regulatory decisions or commitments were made at the meeting. Public meeting Feedback forms were not received.
