SUMMARY
OF AUGUST 18, 2023, MEETING WITH CONSTELLATION ENERGY GENERATION, LLC, RELATED TO THE LICENSE AMENDMENT REQUEST TO RELOCATE THE PRESSURE AND TEMPERATURE LIMIT CURVES TO THE PRESSURE AND TEMPERATURE LIMITS REPORT (EPID L-2022-LLA-0007)
On August 18, 2023, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of Constellation Energy Generation, LLC (Constellation). The purpose of the meeting was for the NRC staff to discuss the Constellation response to an NRC staff request for additional information (RAI) dated June 30, 2023 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23181A149). The NRC staff RAI was related to the license amendment request (LAR) for LaSalle County Station, Units 1 and 2 (LaSalle) dated November 10, 2022 (ML22332A448),
which requested to relocate the pressure and temperature limit curves to the pressure and temperature limits report (PTLR). The meeting notice and agenda, dated August 8, 2023, are available at ML23220A205. A list of attendees is provided as the Enclosure.
During the meeting, the NRC staff queried Constellation regarding the June 30, 2023, RAI response. Specifically, the NRC staff asked why the weld heat number in table 7 for the LaSalle, Unit 1, middle shell axial weld 3-308 BH was revised from what was provided in the LAR.
Constellation stated that the revised heat number was a more accurate representation of the subject weld. The NRC staff also queried the licensee on the method for developing the LaSalle, Unit 2, Curve B (core not critical). Specifically, the data that was used to develop the pressure-temperature limit curves. Constellation stated that the curves were developed consistent with the methods discussed in the LAR.
The NRC staff also queried Constellation on the change in value for thermal stress intensity factor, KIt, provided in table 9 of the PTLR, Revision 3, as shown in the June 30, 2023, RAI response for the low pressure coolant injection nozzle. Constellation stated that the value had been adjusted because an over-conservatism was removed from the calculation used to derive the KIt value.
The NRC staff queried Constellation about whether the Kewanee and Maine Yankee [power plants] surveillance data was considered for weld heat number 1P3571 in table 7 of the PTLR, Revision 3, provided in the June 30, 2023, response. Constellation stated that all relevant data was reviewed.
No members of the public were in attendance. No regulatory decisions were made at this meeting.
