SUMMARY

OF MARCH 24, 2021, TELECONFERENCE WITH VISTRA OPERATIONS COMPANY LLC TO DISCUSS PROPOSED LICENSE AMENDMENT REQUEST TO ADOPT TSTF-505, REVISION 2, TO PROVIDE RISK-INFORMED EXTENDED COMPLETION TIMES (EPID L-2021-LRM-0031)

On March 24, 2021, an Observation public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Vistra Operations Company LLC (the licensee). The purpose of the meeting was to discuss a proposed license amendment request (LAR) to Adopt Technical Specifications Task Force (TSTF) Traveler TSTF-505, Revision 2, Provide Risk-Informed Extended Completion Times - RITSTF [Risk-Informed TSTF] Initiative 4b, at Comanche Peak Nuclear Power Plant, Unit Nos. 1 and 2. The meeting notice and agenda, dated March 9, 2021, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21068A152. A list of attendees is enclosed.

The licensee presented informational slides at the meeting, which can be found in ADAMS at Accession No. ML21068A029. During the meeting, the licensee discussed the proposed LAR content; identified variances from TSTF-505; and provided an overview of the probabilistic risk assessment models, the configuration risk management program, and the plan for implementing the risk-informed completion times. The licensee indicated it plans to submit the LAR in April 2021. The licensee and the NRC staff discussed each of these topics. The licensee indicated that they would consider the topics discussed in preparing its LAR.

One member of the public attended and had no comments. No public meeting feedback forms were received. No regulatory decisions were made at the meeting.
