Arkansas Nuclear One - Unit 2 Docket No. 50-368 License No. NPF-6 Fire Protection Open Items Gentlemen:

Please refer to your letter (2CNA068302) dated June 21, 1983, which requested action on five fire protection related open items. Our letter (2CAN068312) to you dated June 30, 1983, stated we would formally respond to the five items, and we would provide you with schedular information concerning the resolution of those items by July 30, 1983. The following information is provided concerning those items.

Item 1: Fire Protection - License Condition Resolution It is our understanding that you plan to submit an application by July 1, 1983 to delete or modify the fire protection related license conditions which were imposed in September 1978.

Requested Action: You are requested to submit an application by July 1, 1983.

Response: We have drafted a license amendment request to delete the fire protection related license conditions which were imposed in September 1978.

This proposed amendment is undergoing the extensive review which is associated with such a submittal, and will be submitted by approximately August 5, 1983.

Clark July 27, 1983 Item 2: Fire Protection Related Technical Specification 'Chahge Request It is our unoerstanding that the information in your submittal dated January 5, 1982 may not be up-to-date and it may be necessary to revise the submittal. We also understand you plan to provide the revised submittal, if necessary, by July 1, 1983.

Requested Action: You are requested either to reaffirm or revise your previous application by July 1, 1983.

Response: Our March 28, 1983, letter (0CAN038322) to you requested an exemption for all suppression / detection system and all fire barriers for approximately one year, in order to allow us sufficient time to resolve specific exemption requests concerning these issues. As the technical specification change request (2CAN018201) submitted on January 5, 1982, involves both suppression and detection systems, we do not feel it is prudent to attempt to revise these specifications at this time. After all outstanding Appendix R related fire protection issues, such as the partial suppression / detection coverage issue, are resolved on our docket, we will submit a revised technical specification change request.

Item 3: Appendix R - Schedular Exemption Request for Proposed Modifications to Fire Zones 2100Z & 2101AA This exemption, if granted, would extend the completion date for the proposed modifications in the above fire zones from prior to startup following the refueling outage, 2R3, expected to begin in January 1984, to the completion of the subsequent refueling outage, 2R4, expected to begin in September 1985. It is our understanding that you have reassessed your two previous submittals and determined that they do not provide sufficient justification for a schedular exemption. In this regard, we understand that you plan to submit a revised schedular exemption request which addresses your good faith effort to date and your best effort for the future in accomplishing these modifications,_and any compensatory measure (s) you plan to take until the completion of these modifications.

Requested Action: You are requested to submit a revised schedular exemption request with adequate justification by July 1, 1983.

Response: The requested revised schedular exemption request with adequate justification was provided in our letter (0CAN078306) to you dated July 13, 1983.

Item 4: Appendix R - Schedular Exemption Request for One Hour Fire Barriers We have received your request on March 31, 1983, which, if granted, would have extended the completion date from April 1, 1983 to May 1, 1983.

However, your submittal lacked adequate justification for the requested schedular exemption. Subsequently, we have received your letter dated June 8, 1983, indicating the subject fire barriers were installed on approximately April 22, 1983.

Requested Action: You are requested to provide sufficient justification for '

the above schedular delay by July 1, 1983. It should address any compensatory measure (s) taken during those twenty-two days from April 1983 to April 22, 1983, and your good faith and best effort associated with the subject fire barrier installation.

Response: As addressed in our letter (0CAN038330) to you dated March 29, 1983, fire zones 34Y, 40Y, and 73W of Unit 1 and 2109U of Unit 2 were identified as requiring one hour fire barrier installation which was to be completed by April 1, 1983. We requested an exemption to the schedular requirements of 10CFR50 Appendix R to allow us to complete these modifications by May 1, 1983, because of difficulties encountered with completing the barrier installation. Fire zones 34Y, 40Y, 73W, and 2109U are all equipped with full zone coverage ionization smoke detectors which alarm in the control room to provide early fire detection capability. Zones 73W and 21090 are additionally protected by sprinkler systems, with the 2109U system being a deluge spray system actuated by a combination of line type heat detectors cross-zoned with smoke detectors, and the 73W system being a sprinkler system which was extended to provide full zone coverage in accordance with Appendix R by April 1, 1983. Additional fire preventive measures are provided for zones 40Y and 34Y by our Auxiliary Operators, who walk through these zones during the performance of their duties.

During the period April 1-22, 1983, the subject fire zones were all deemed adequately protected. As we expedited our construction efforts and completed the required one hour barrier installation by April 22, 1983, we feel a good faith and best effort approach was presented by our completion of this project in advance of the requested exemption date of May 1,1983.

We feel this effort, coupled with the fire protection features specified above, adequately justify your granting the subject exemption request.

Item 5: Appendix R - Schedular Exemption Request for All Barriers and All Suppression / Detection Systems Requested Action: This item is addressed in our letter to you dated June 17, 1983.

Response: -This item was addressed in our letter (0CAN078305) to you dated July 12, 1983.

We recognize the importance of a timely resolution of the above five items, and accordingly, will address any unresolved items in a timely manner as appropriate.
