tMr.A.SchwencerPage2ContainscompletedClass1pipinganalysisHighenergysystemwhichallowsforinclusionofHighEnergyLineBreak(HELB)analysisintheauditAlthoughRCICisnotasystemwithparalleloperatingtrains;theHighPressureCoreSpray(HPCS)systemperformsaredundantfunctiontoRCIC,hence,singlephaseprotectionmaybeverifiedforphysicalseparationandforseparationandindependenceofelectricalpowersourcesbetweenthesetwosystems.Statusofdesign/constructioncompletioninasbuiltreconciliationphase-finalstresspackagesavailableTheRCICsystemhasnotbeenpreviouslysubjectedtoanEngineeringAssurancein-depthtechnicalauditorsimilarevaluationfortheNineMileUnit2project.Systemwaspreviouslywithinthescopeofanin-depthtechncialevaluationonanotherStone&Websterproject;theexperiencegainedinthatauditwillfacilitateanincreaseindepthofthisaudit.ItisourconclusionthattheRCICsystemisthemostappropriateselectionforanauditbasedontheabovefactors.Thefactthatthissystemwasincludedwithinthescopeofanin-depthtechnicalevaluationatanotherStone&WebsterprojectwillnotadverselyimpactthevalidityoftheauditontheNineMilePoint2projectasabasisforestablishingconfidenceandadequacyofthedesignprocessanditsimplementation.ThisconclusionisbasedprimarilyontheStone&WebsterprojectorganizationapproachsuchthattheNineMilePointUnit2auditwillbeanauditoftheStone&Websterdesignprocessasimplementedbyadifferentprojectteam.Inaddition,correctiveaction,ifany,takenbytheNineMilePointUnit2projectteamasaresultoftheearlyauditwillbeincludedindevelopingoverallconclusions.SubcontractedDesinActivitiesWehaveconsideredtheneedtoincludesubcontracteddesignworkintheupcomingin-depthtechnicalaudit.WehaveestablishedthatReactorControls,Inc.(RCI)istheonlycontractorperformingsubstantialsafetyrelateddesignworkfortheproject.WebelievethatthetechnicalauditsofRCI,beingperformedaspartoftheStone&Webstervendo~auditprogram,andthesiteauditsofRCIprovidesufficientbasistoconcludethatRCIworkneednotbeincludedintheupcomingEngineeringAssurancein-depthtechnicalauditofthep~oject.ThetechnicalauditswhichhaveandarecontinuingtobeperformedonRCIareleadbyStone&WebsterEngineeringAssuranceandincludeoff-projectexperiencedtechnicalpersonnelontheauditteam.WehaveseparatelyprovidedtheNRCwithcopiesofthechecklistsandreportsfortheseaudits.Inadditiontothetechnicalaudits,RCIsiteactivitiessince1982havebeenauditedseveraltimesbyStone&WebstergualityAssuranceandbyNiagara f.NNIllgWdtIIff Mr.A.SchwencerPage3Mohawk'sgualityAssuranceAuditGroup.Ouringtheseaudits,samplesofworkinprogressandcompletedworkwereexaminedforconformancetospecifications,drawingsandprocedures.NiagaraMohawkgualityAssurancehasalsoperformedacomprehensivesurveillanceprogramofRCIincludingreactorinternals,reactorrecirculationpipingandcontrolroddrivesysteminstallationactivities.ThissurveillancehasincludedsubstantiallymorethanjusttheEnterpriseandMulti-functionsupportsystemsassociatedwiththecontrolroddrivesystem.Thesesurveillancereportsareavailableonsiteforyourreview.WewillrespondtoanyquestionsyouhaveonthesedocumentsandadjustthescopeofourvendorauditsofRCI,ifnecessary,toresolveanyconcernthatresultsfromyourreviewofthesedocuments.EvaluationofACPowerOistributionSstemTheEngineeringAssuranceauditwillincludeasubstantialreviewoftheelectricaldisciplinedesignactivitiesasitrelatedtotheRCICsystem.ThereviewwillincludeaverificationofthecapabilityoftheelectricaldistributionsystemtoprovideadequatepowerandvoltageandtoverifytheseparationandindependenceofthesystemfrompowersupplytotheHPCSsystem.TheauditwillnotincludeareviewofotherportionsoftheACdistributionsystemassimilarreviewshavebeenperformedintheStone&WebsterNewYorkofficeindependentevaluation.CopiesoftheStone&WebsterNewYorkofficeevaluationhavebeenprovidedtotheNRCunderseparatecover.Webelieveyourreviewofthisreportwillconfirmtheappropriatenessoftheplannedscopeintheelectricaldiscipline.SelectionoftheAuditTeamPersonnelAsindicatedintheattachedauditplans,theEngineeringAssuranceauditteamwillincludeoff-projectexperiencedtechnicalpersonneltoprovideforin-depthassessmentofthedesignwork.Similarly,thegualityAssuranceauditoftheasconstructedconditionwillbecomprisedofcertifiedauditorswithexperienceintheinstallationandinspectionactivitiesbeingaudited.OetailedresumesofauditorsareavailableforyourreviewintheStone&WebsterBostonofficeandatthesitefortheNiagaraMohawkpersonnel.Yerytrulyyours,C.V.MangnYicePresidentNuclearEngineering&LicensingAFZ:jaAttachmentxc:R.A.Gramm,NRCResidentInspectorJ.MilhoanProjectFile(2)
