1) The proposal would renult in a nignificant improvement in plant nafety.
2) The propoual in clearly plant specific.
3) The proposal correcto an inconnintency in plant TS that caunen a compliance problem.

In light of the 11RC's position, we have determined that thin TS change: 1) han been included in the new Improved Standard TS;

2) in not a line item improvement; and 3) does not natinty the exception criteria identified above. Therefore, thin letter withdrawn our Application for Amendment to Facility Operating Licenno 1100. !1PF-39 and !JPF-85, dated January 31, 1991, concerning the reduction in SR!i channel functional tenting.
