Subject: Inspection Report No. 50-322/86-13

This refers to the Equipment Environmental Qualification inspection Limitorque

motor valve operator wiring. The inspection was conducted by Mr. R. Paolino of

this office on June 30,1986 - July 2,1986, at the Shoreham Nuclear Power

Station in Shoreham, New York of activities authorized by NRC License No. NPF-19

and refers to the discussion of our findings held by Mr. Paolino with members

of your staff at the conclusion of the inspection.

Areas examined during this inspection are described in the NRC Region I

Inspection Report which is enclosed with this letter. Within these areas, the

inspection consisted of selective examinations of procedures and representative

records, interviews with personnel, and observations by the inspector.

As a result of this inspection, safety-related electric'al equipment was

identified for which the qualification of Limitorque motor valve operator

internal wiring was not demonstrated or documented. This apparent violation

of NRC requirements is identified in the enclosed report. In this regard, we

are considering appropriate enforcement action and will inform you of our

decision in the near future.

Your corrective actions regarding the identified deficiencies should not be

delayed pending either a future NRC inspection or further action by the NRC

Region I office.
