Arkansas PowerAssessment (NRC) Systematic & Light (AP&L) has Performance of Licensee received the Nuclear (SALP reportReg)ulatory for Commis Arkansas Nuclear One dated November 28, 1989, and the Diagnostic Evaluation Team (DET) report dated December 21, 1989. This letter discusses AP&L's plan for submittal of the above reports. Currently internal preparations are underway to carefully review and address both reports.

Both reports have similarities since they provide an assessment of licensee safety performance in the areas of management and organization, operations, maintenance, surveillance and testing, and design and engineering support, l

AP&L currently plans to combine both the SALP and the DET responses into one I

report for submittal on February 19, 1990, as discussed with NRC staff. The combined response will discuss integrated plans for organizational improvement and items common to both the DET and SALP. Issues which are not coninon for both reports will be addressed separately. The general format will provide l- information regarding past current, and future actions along with a discussion of the issue, where appropr,iate. By combining the reports, AP&L actions can l be reviewed collectively and a more cohesive understanding will be provided l in each area of management emphasis and attention.

I I assure you that AP&L is committed to improving its overall performance and level of safety. We are in the process of finalizing our business plan and establishing priorities, schedules and allocating resources. The subject response will provide AP&L's complete actions for addressing improvements.
