OF SEPTEMBER 7, 2021, TELECONFERENCE WITH TENNESSEE VALLEY AUTHORITY TO DISCUSS A PLANNED LICENSE AMENDMENT (EPID L-2021-LRM-0090)
On September 7, 2021, the U.S. Nuclear Regulatory Commission (NRC) staff held a teleconference with representatives of Tennessee Valley Authority (the licensee) to discuss a planned license amendment request (LAR) for Browns Ferry Nuclear Plant (Browns Ferry),
Units 1, 2, and 3. The LAR would request to adopt Technical Specification Task Force (TSTF)
Traveler, TSTF-505, Revision 2, Provide Risk-Informed Extended Completion Times - RITSTF Initiative 4b (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18183A493). In addition, the LAR would request to adopt TSTF Traveler, TSTF-439, Revision 2, Eliminate Second Completion Times Limiting Time from Discovery of Failure to Meet an LCO [Limiting Condition for Operation] (ADAMS Accession No. ML051860296). The meeting notice and agenda for this meeting, dated August 30, 2020, are available at ADAMS Accession No. ML21242A058. The licensees slides for the meeting are available at ADAMS Accession No. ML21250A301. A list of attendees is enclosed. No regulatory decisions were made at this meeting.
The licensees presentation described the scope of the proposed changes, including the administrative and technical variations from the Travelers that will be proposed, and the proposed timeline for the request. Following the presentation, the NRC staff asked the licensee whether the Electric Power Research Institute Phoenix risk analysis software that the licensee intends to use for real-time risk modeling is used across the TVA fleet. The licensee confirmed that Phoenix is used across the fleet. The NRC staff also asked if the licensee intended to credit the use of FLEX equipment in its probabilistic risk assessment. The licensee stated that the only FLEX equipment credited are the installed nitrogen bottles that support opening certain valves.
Regarding other aspects of the licensees proposed license amendment request, the NRC staff suggested that the licensee provide sufficient information when developing the List of Revised Required Actions to Corresponding PRA Functions portion of its application. Specifically, the NRC staff suggested that the licensee identify the design success criteria in its list to ensure that the NRC staff has sufficient information available to evaluate the effects of the proposed changes on the Browns Ferry accident analyses.
