On August 11, 2021, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of Northern States Power Company, doing business as Xcel Energy (Xcel Energy, the licensee). The purpose of the meeting was for Xcel Energy to provide information about a planned amendment for Prairie Island Nuclear Generating Plant, Units 1 and 2 (Prairie Island). The planned amendment would modify the Prairie Island technical specifications (TSs) to allow testing the power range nuclear instrumentation system channels with the channel in bypass. The meeting notice and agenda, dated July 21, 2021, are available in Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21202A008. The licensees presentation is available in ADAMS at Accession No. ML21221A020. A list of attendees is provided as Enclosure 1. | |||
The licensee presented information regarding the planned license amendment that would allow a single channel to be bypassed during testing and maintenance activities for trips associated with power range instrumentation. The licensee stated that bypassing channels during testing and maintenance activities will reduce trip state vulnerability during power range nuclear instrumentation system testing. The NRC staff queried the licensee on the actuation logic that would be in place during testing and maintenance activities as a result of the amendment. | |||
Specifically, the NRC staff questioned if the revised TSs would allow testing not currently permitted. The licensee clarified that the resulting TSs would permit testing without initiating an active channel trip. This would effectively alter the trip logic to a two-out-of-three configuration during testing and maintenance activities. | |||
The NRC staff also inquired about the proposed elimination of actuation relays from the existing surveillance test program. The licensee stated that these relays would continue to be tested at a reduced frequency during plant refueling outages and that justification for this reduced testing would be provided as part of the license amendment request. The staff also confirmed that existing limiting conditions for operation under channel failure conditions would not be altered by the TS changes which would apply only to testing and maintenance activities. | |||
