SUMMARY
OF AUGUST 18, 2011, PRE-APPLICATION MEETING TO DISCUSS THE FUTURE EXTENDED POWER UPRA TE LICENSE AMENDMENT REQUEST (TAC NOS. ME6763 AND ME6764)
On August 18, 2011, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company, a Minnesota corporation (NSPM, the licensee), at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss NSPM's future extended power uprate (EPU) license amendment request (LAR) for Prairie Island Nuclear Generating Plant (PINGP), Units 1 and 2. A notice for this meeting was issued on August 4, 2011, and is available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML112150525. The licensee's meeting slides can be found in ADAMS Accession No. ML112280389.
The licensee's presentation to the NRC staff included an overview of the project, including planned major modifications, project status, anticipated licensing action interfaces, the EPU LAR approach, and the licensee's understanding of the NRC's acceptance review expectations.
The NRC staff queried the licensee and provided feedback throughout the presentation.
Regarding Slide 13 of the licensee's presentation, the licensee stated that the Alternative Source Term (AST), Leak-Before-Break (LBB), and Replacement Steam Generator (RSG) submittals will need to be approved by the NRC before the licensee can implement the EPU amendment, and that the analyses supporting the AST, LBB, and RSG submittals are also included in the analyses supporting the EPU.
In response to Slide 14, which states that PINGP is not designed to GDCs (General Design Criteria), the NRC staff remarked that licensees should be aware that the regulations allow the NRC staff to request information consistent with new staff positions and expand the review to related areas, in order to make its regulatory finding and safety determination at the proposed uprate power level.
