The NRC staff, with technical assistance from its contractor, the Idaho National Engineering and Environmental Laboratory (INEEL), has reviewed and evaluated the information provided by Southern Nuclear Operating Company, Inc. (the licensee) in its letter dated December 1, 1997, regarding Revision 8 to the first 10-year intervalinservice inspection (ISI) program, and associated requests for relief (RRs) for Vogtle Electric Generating Plant, Unit 1. In addition, the licensee submitted additional information on the requests for relief in its letters dated May 26, and October 28,1998. In addition, by letter dated May 21,1998, the licensee submitted a request for relief regarding augmented examination of the reactor pressure vessel (RPV).
The NRC staff has completed its evaluation of the licensee's Revision 8 to the first 10-year interval ISI program. Revision 8 modifies existing relief requests, adds two new relief requests, and makes minor editorial changes. Since changes to the ISI program are limited to                        j acceptable, editorial changes, the ensuing evaluation is limited to the relief requests. With                /
regard to the associated requests for relief, the NRC staff concludes that the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (ASME Code) requirements therefore, the NRC staff concludes that relief is granted, pursuan Federal Reoulations (10 CFR) Section 50.55a(g)(6)(i). The relief granted is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest giving due consideration to the burden upon the licensee if the requirements were imposed on the facility.
The staff concludes that the licensee's proposed alternative to the augmented RPV examination required by the regulations provides an acceptable level of quality and safety; therefore, the licensee's proposed alternative is authorized pursuant to 10 CFR 50.55a(g)(6)(ii)(A)(5) and 10 CFR 50.55a(a)(3)(i).
For RR-5 and RR-64, the staff concludes that the Code requirements result in a hardship without a compensating increase in the level of quality and safety. In addition, the staff concludes that the licensee's proposed alternatives provide reasonable assurance of structural integrity of the subject components. Therefore, the staff concludes that the licensee's proposed alternatives are authorized pursuant to 10 CFR 50.55a(a)(3)(ii).
RR,-4 was withdrawn by the licensee.

Dear Mr. Beasley:

The NRC staff, with technical assistance from its contractor, the Idaho National Engineering and Environmental Laboratory (INEEL), has reviewed and evaluated the information provided by Southern Nuclear Operating Company, Inc. (the licensee) in its letter dated December 1, 1997, regarding Revision 8 to the first 10-year intervalinservice inspection (ISI) program, and associated requests for relief (RRs) for Vogtle Electric Generating Plant, Unit 1. In addition, the licensee submitted additional information on the requests for relief in its letters dated May 26, and October 28,1998.
