                    This refers to the inspection conducted by Messrs. T. L. Harpster
                    and R. F. Warnick of this office on September 11-15, 21-22, and
                    October 24-25, 1978, of activities at Wm. H. Zimmer Nuclear Power
                    Station authorized by NRC Construction Permit No. CPPR-88 and to
                    the discussion of our findings with Messrs. S. Salay, J. Schott
                    and others of your staff during the course of the inspection.
                    The enclosed copy of our inspection report identifies areas
                    examined during the inspection. Within these areas, the
                    inspection consisted of a selective examination of procedures
                    and representative records, observations, and interviews with
        -
                    personnel.
                    No items of noncompliance with NRC requirements were identified
                    during the course of this inspection. We do wish to emphasize
                    our concerns regarding station staffing and the status of the
                    station, administrative, maintenance and procurement programs.
                    These concerns were addressed with regard to their potential
                    impact on the preoperational test program and operational prepared-
                    ness of the station in our September 21, 1978, meeting with Messrs.
                    Salay and Schott of your staff.
                    In accordance with Section 2.790 of the NRC's " Rules of Practice,"
                    Part 2, Title 10. Code of Federal Regulations, a copy of this
                    letter and the enclosed inspection report will be placed in the
                    NRC's Public Document Room, except as follows.            If this report            i

                    proprietary, you must apply in writing to this office, within
