This refers to the inspection conducted by Mr. Sutton of this office
on January 18 - 19, 1973 of quality assurance and site construction
activities at the Zimmer site. authorized by AEC' Construction Permit
No. CPPR-88 and to the discussion of our findings at the conclusion
of the inspection with you and Messrs. Flynn'and Pandorf of your staff.
Areas examined during this inspection are identified in the enclosed
. inspection report. . Within these areas, the inspection consisted of
selective examination of procedures and representative records,
interviews with site personnel, and observations by the inspector.
No violations of AEC requirer.ents were identified within the areas
examined during this inspection.
Ly way of this letter, va wish to confirn our understanding, based on
discussions during this inspection, with regard to certain quality related
activities you plan to initiate. These activities are as follows:
1.
Your WSS system supplier is to be informed of a need for prompt
receipt (at the storage site) of storage instructions necessary
to assure proper storage an. maintenance of received components
and equipment.
2.
Discussions are to be held with your AE relative to concrete
specification No. H-2174. Revision R3, Section b.2.3., Chapter 14
(Mass Concrete) to clarify the intent and application of the
specification during plant construction.
3.
The Zimmer Quality Assurance Manual, Criterion II, Section 2.6,
Control, is to be revised to require that a review of quality

assurance programs and purchase specifications are

properly documented by the Zimmer Quality Assurance Section
before issuance of a purchase order.
We will examine your action relative to these matters during subsequent
inspections.
A copy of our report of this inspection is enclosed and, in accordance
with Section 2.790 of the AEC's " Rules of Practice", Part 2, Title
10. Code of Federal Regulations, a copy of this letter and the enclosed
inspection report will be placed in the AEC's Public Document Room.
If the inspection report contains information which you or your
contractors believe to be proprietary,2it is necessary that you
submit a written application to this office,'within 20 days of the
date of this letter, requesting that such information be withheld
from public. disclosure.
If such an application is submitted, it must
identify the basis for which information'is claimed to be proprietary
and should be prepared so that proprietary information identified is
contained in a separate part of the document, since the application..
excluding this separate part, will also be placed in the Public
Document Room.
If we do not receive'an application to withhold
information, or are not otherwise contacted within the specified time
period, the enclosed report will be placed in the Public Document
Room with a copy of this letter.
