Gentlemen:

This refers to the routine safety inspection conducted by Messrs.

W. F. Christianson, T. P. Gwynn, and D. E. Keating of this office during the

period of March 2-5, 8-12, 15-19, 22-26, 29-31, April 1-2, and 5-7, 1982, of

activities at Wm. H. Zimmer Nuclear Power Station authorized by NRC Construc-

tion Permit No. CPPR-88 and to the discussion of our findings with Messrs.

J. R. Schott, B. R. Sylvia, H. R. Sager, B. K. Culver, and others at the

conclusion of the inspections.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and in-

terviews with personnel.

During this inspection, certain of your activities appeared to be in non-

compliance with NRC requirements, as described in the enclosed Appendix.

With respect to Item 1 the inspection showed that action had been taken

to correct the identified noncompliance and to prevent recurrence.

Consequently, no reply to this item of noncompliance is required and we

l

have no further questions regarding this matter at this time.

Regarding the remaining item, a written response is required.

In accordance with 10 CFR 2.790 of the Commission's regulations,'a copy

of this letter and the enclosed inspection report will be placed in the

NRC's Public Document Room.

If this report contains any information

that you (or your contractors) believe to be exempt from disclosure under

10 CFR 9.5(a)(4), it is necessary that you (a) notify this office by tele-

phone within ten (10) days from the date of this letter of your intention
