A:

This refers to che inspection conducted by Mr. T. E. Vandel of this

office on January 25, 1973, at the Inland-Ryerson Construction Products

Company plant located in Heirose Park. Illinois, relative to construc-

tion activities at the Zimer site authorised by AEC Construction Permit

No. CPPR-88 and to the discussion of our findings at the conclusion of

the inspection with Mr. J. H. Hoffman of your staff and Mr. M. E.

Schuster, a Sargent and Lundy representative.

The area examined during the inspection was the performance of an audit

by Mr. Hoffman and Mr. Schuster relative to the Zimer containment post

tensioning tendon fabrication and installation purchase order. Within

this area, the inspection consisted of an examination of the audit

procedures and techniques used, observations by the inspector, and an

interview with your representatives at the conclusion of the inspection.

No violation of AEC requirements was identified within the area examined

during the inspection.

By way of this letter we wish to confirm our understanding, as follows,

with respect to certain action you plan to take as a result of this

audit.

1. Assur2 that the vendor's shop quality assuttance manual is reworded

tos (1) more clearly define the term " component drawing," and

(2) describe, in detail, the required design review of component

drawings.

2. Determine the adequacy.of response by the vendor to your request

that the vendor's field quality assurance manual be written to

include drawing control change authorization.

with Section 2.790 of the AEC's " Rules of Practice," Part 2. Title 10,

Code of Federal Regulations, a copy of this letter and the enclosed

inspection report will be placed in the ABC's Public' Document Room.

If the inspection report contains information which you or your con- l

tractors believe to be proprietary,'it is necessary that you submit

a written application to this office, ytthin 20 days of the date of

of this letter, requesting that such information be withheld from public

disclosure.. If such an application is submitted, it must identify the

basis for which information is claimed to be proprietary and should be

. prepared'so that proprietary information identified is contained in a

separate part of the document, since the application, excluding this

separate part, will also be placed in the Public Document Room. If we

do not receive su application.to withhold information, or are not

otherwise contacted within the specified time period..the enclosed

report will be placed in the Public Document Room with a copy of this

letter.
