Dear Mr. Conner:

I am writing in response to your letter of June 3, 1982 to the General Counsel regarding the April 27, 1982 visit to the Zimmer site by Edward Abbott, Commissioner Gilinsky's Technical Assistant.

Mr. Abbott, whose name incidentally is Edward Abbott, not Richard Abbott as your letter denominates him, advises me categorically that he had no meetings or discussions with the persons your letter designates -- Mr. Applegate, Mr. Devine or Mr. Dennison --

nor with any representatives of parties to the Zimmer proceeding other than CG&E and the NRC staff.

Because CG&E refused access to the Zimmer site to the representa-tives of those parties to the proceeding who wished to accompany Mr. Abbott, Mr. Abbott's contacts with CG&E's representatives did give rise to an issue regarding the possibility of ex parte communications that would otherwise have been avoided. A copy of Mr. Abbott's report describing his visit and these contacts has been served on all the parties to the Zimmer proceeding, In the I

Matter of Cincinnati Gas & Electric Company (William H. Zimmer l Nuclear Power Station), Docket No. 50-358. A copy of this letter will be served on all parties to the Zimmer proceeding along with j your letter of June 3.
