Memo to : Counsel for Applicant, Staff, and Santa Monica From: Dan Hirsch, President, CBG Re: Board Urder of January 28, 1983 In its recent Memorandun and Order, the Board requested the parties, including Santa Monica, "to conf er with a view toward simplification and/or settlement of the contentions in whole or in part. " The Board further requested that these conf erences "should focus on issues basic to reactor saf ety,"
and requested that they take place sufficiently in advance of the prehearing conf erence so that the results may be reported l
  ,            on February 23 to the Board.
CBG has not yet heard from the other parties in response to the Board Order, so it takes this opportunity to invite the parties to begin these conf erence(s) at a date and time mutually convenient. CBG will, provide a location in_Ios Angeles for the first conf erence. Alternatively, these discussions may begin

through conf erence call.                            .
In order for these conf erence(s) to be constructive, an agenda is needed. We propose as an agenda: (1) discussion of settlement propo sals , if any, by Applicant, (2) discussion of proposals by CBG (attached) for simplification of the contentions, and (3) discussion of propo sals for scheduling of hearing.
To begin the process, please find enclosed a proposal for simplification through organization into like-subject-areas of CBG's contentions. (The proposal do es no t at this time reflect a proposal f or a given order for hearing evidence on those matters.)
GBG looks forward to receiving from Applicant its propo sals, if any, for settlement of the issues identified in the Board Order as the items to be focussed on in the requested conf erences.

CBG suggests that the first conference take place from 1:00 to 5 :00 p.m.,  Thursday, February 17, and that if. proposals are to be considered they be received in advance of that meeting, with sufficient lead time to permit consideration prior to the conf erence.
The conf erence will occur at 6300 Wilshire Blvd., Suite 1200, in Los Angeles, unless the parties are informed by CBG of a change in location.
CBG requests that parties confirm, or suggest alternative meeting dates, by Tuesday, February 15.* CBG also suggests that the parties leave open the af ternoon of Tuesday, February 22, for additional conf erences should they prove necessary.              ,
